There is no hard and fast rule on how high your curtain pole should be but as a general rule of thumb the norm is to position it around 15-20cms above the window. If the pole you have chosen is quite wide, position it high enough so that it does not come below the window recess.

Generally, yes curtains should touch the floor. However, it does come down to window style and placement as well as personal preference. Curtains generally should sit flush with the floor, gather a little at the bottom or sit just above.
However, in bedrooms where windows may sit higher, or other furniture is needed curtains tend to cut off just below the windows. Similarly, kitchen curtains may do the same – so really there is no clear-cut rule on the matter.
3-4 inches is the general rule when it comes to how far your curtain pole should extend past the window itself. The main reason you want to let your curtain pole extend beyond the window by this much is so that the curtains overlap the window and wall – preventing light from seeping in around the edge of the window.
The great thing about pencil pleat curtains, and indeed one of the biggest selling points for this type of curtain heading, is that they can be hung on either a pole or a track. They are the other type of curtain heading that can be hung on a pole and track – this means they are extremely versatile. You can then adjust the heading tape to form the pleats however you please.
